They are com­pacts, based on the expec­ta­tion that those charged with respon­si­bil­i­ties will car­ry them out in good faith, and cru­cial­ly that those who are rel­a­tive­ly pow­er­ful will not seri­ous­ly abuse, exploit, or sim­ply neglect those who are rel­a­tive­ly vul­ner­a­ble.
